Congress high command seems very confident about change in Seemandhra leaders’ attitude towards bifurcation. There are strong reasons for its belief. Revenue Minister Raghuveera Reddy, Finance Minister Anam Rami Narayana Reddy and few others, who met party state political in-charge Digvijay Singh recently has asked him, if the party couldn’t revoke its decision, at least they must be provided an opportunity to voice their concerns in the Assembly during the proposed debate on the Telangana bill.

They have asked him not to issue whip, while holding voting on the bill. They believe it will enable them voice their concerns in the house, so as they can convince the people that they have fought with the party against the bill until last minute. Their appeal is an indication that they are in withdrawing mode and ready to fall in line with party, if they are shown a graceful exit on this issue. However, Congress high command is well aware of the consequences of not issuing a whip during voting of such crucial bill. The Seemandhra leaders, who is opposing the party decision by tooth and nail may defeat the bill using their cumulative force.

So, considering all these factors, Congress high command is planning for a “via media solution” in the house, in which the members representing both regions can make their arguments and at the end the Speaker will announce adjourn sine die of the house. This will provide Seemandhra leaders a graceful exit from the issue and at the same time the mandatory discussion on the bill is also ensured. The Central government is just needed a formal bill to take forward the bifurcation process. It has already made it clear it doesn’t mind whether the assembly approve the bill or not. So, the high command may opt this choice only to sooth its Seemandhra leaders.
