Conception or Misconception?

It is credence among the public that the motto behind Sonia Gandhi's decision about the bifurcation of AP is to see that her son would be the next prime minister of India. In order to know the necessity of bifurcation, we must take a stock of various aspects of the state like politics, economy, geography, social and legal aspects.
For the sake of convenience of administration, the states of Chhattisgarh, Jharkhand and Uttarakhand were formed during the governance of NDA. These 3 states have been good examples of political imbalance and economic underdevelopment. Even small states like the Seven sisters and Odisha have always been distancing from development. Having no proper administration, Uttarakhand had to face a severe damage and loss from the recent cataclysm. Having no efficient defense mechanism, the government is still unable to curb naxalism in Chhattisgarh. Having political instability and uncertainty, Jharkhand has experienced a change of 9 chief ministers in a time period of 13 years. When the state of Uttarpradesh which has an area twice to that of AP need not be divided, what is the necessary of bifurcating AP? .... this question has put the public into daze.
Justice Srikrishna committee has already attested that the rate of development in Telangana is comparatively higher than that of Coastal Andhra and Rayalaseema after the formation of AP. If a state has to be formed on the basis of development then it must be Rayalaseema and Uttarandhra to form new states.
Socially, the people in Telangana are considered to be underprivileged and suppressed. Hence, they demand for the separate state of Telangana. They were once considered to be suppressed but during Nizam rule. Now, let us question ourselves, how far can we consider them to be suppressed in the present times? Zonal system introduced in AP has also ensured the jobs for people in the local areas. Considering the 3 regions, Rayalaseema would be the region to send a good number of leaders to serve as chief ministers of AP, still being underdeveloped.
Geographically, the dams of Srisailam, Nagarjuna Sagar are in the middle of the 3 regions. This water is being supplied all over the state. The main predicament arises when the water has to be supplied to the bifurcated states. Already AP has been familiar to the Krishna and Godavari water dispute with Karnataka and Maharashtra respectively. Tamil Nadu fights against Karnataka for Kaveri water.
The regions of Telangana and Rayalaseema are pertinent for setting up industries where as the region of Andhra is provided with fecund soil. Keeping this in mind, the government will have to provide more of electricity to Telangana and Rayalaseema and surplus water to Coastal Andhra.
Considering the legal aspect, states are formed on legal basis. This was the reason our former Prime Minister Ms. Indira Gandhi gave thumbs down to the proposal of separate state during the ‘Jai Andhra’ movement of 1972. Formation of a new state includes building its own capital. Here, the story is different. People of Telangana demand the formation of separate state which consists of 10 districts, including Hyderabad. If Hyderabad, being an existing capital, is to be capitalized for a new state, it wouldn’t be the formation of Telangana as a separate state but indeed be the formation of Seemandhra as a separate one.
It is a misconception among some of the politicians and public that Article 3 given by the constitution provides for the government, a right to divide any state. In fact, it is a constitutional process to form a new state only when it is a compulsion to do so. Proceeding in a legal manner, a State Revision Commission has to be set up, its recommendations must be approved by the State Legislature and hence, the central government has to follow the procedure given by Article 3.
The state of Andhra Pradesh may be bifurcated or may remain the same. Any decision to be taken, each and every aspect must be considered and proper explanation must be given for it. The government must keep one thing in mind that any decision declared, must be declared along with proper reasoning.
