Corrupt Bureaucrats: A Landmark Show
There's plenty of corruption around us to talk about. It's everywhere - whether it's politics or bureaucracy, business or charity, have and have-nots, and almost every segment of the society is inundated with corrupt practices.
With people like Anna Hazare and Baba Ramdev and several other civil activists raising their voices against corruption, the government also is taking initiatives in, if not eradicating, at least curbing the monster 'Corruption'. We all know the government's limbs, heart and brain are its prized bureaucrats. Whatever the government plans to do, has to invariably get it done through these 'babus'. When these elite executives of the government are themselves corrupt, how can they prevent or contain the corruption. Here's the translated version of an article published in Andhrajyothi Daily. It shows how corrupt are our babus, on whom depends the entire administration of the government.

It is deemed that those serving as bureaucrats must be very sincere and honest. They are also expected to maintain certain degree of austerity. Any instance of amassing wealth by them is a clear indication that the wealth has been illegally begotten. In order to put a check on these illegitimate earnings, the government has formulated certain rules and formats. The government has instructed officers of the Indian Administrative Services (IAS) to furnish details of assets possessed by them in the prescribed formats annually.
But the honorable IAS officers are making fun of these rules and regulations. They are behaving as if nobody can question them. Irony is that those who have made big bucks clandestinely throughout their service, are also submitting reports which show their assets as 'Nil'. There are over 300 IAS officers in the state. Except six out of them, others have submitted details for the year 2010.
The government has so far put 233 reports on the website as some of these reports are misplaced. One will come across many interesting and surprising things while going through these reports. Nearly 30 to 35 percent officers seem to have maintained some degree of sincerity and honesty while the rest have just made fun of the rules and regulations.
Totally 'Nil':
As per the Central Government rules and regulations, IAS officers have to submit a list of their moveable and immoveable assets in Proforma-1 and Proforma-2. Some officers have conveniently omitted details of immoveable properties and mentioned only about the moveables. While some have avoided mention of details that are inconvenient to them in both the proformas, some have filled-in the forms as per their whims. Most of the officers have shied away from the value column and just mentioned old radios, tape-recorders, chairs, old refrigerators as their precious possessions in the moveables list.
In all, 45 officers have shown their assets completely as 'nil'. A Collector working currently in Rayalaseema region declared 'Hero Honda Activa' bike as his only moveable and immoveable possession! Another officer who worked in several districts as Collector, gained the name of a corrupt official and was also proved wrong in the inquiry for taking haphazard decisions while in Twin Cities, has shown his possessions as absolutely 'nil'. Though some have given details of their respective immoveable properties, but played lot of gimmicks in declaring their value.
Though it is clearly required in the Proformas to mention the present value of the properties, officers skipped that instruction by merely mentioning the value for which they purchased them long ago. Only the officers who possess houses in the 'Prasashan Nagar' have been honest to some extent, that too because of the 'inevitable' reasons. An officer who owns a flat in the posh Somajiguda area gets a monthly rent of Rs. 5000/- only for that flat! Incidentally, government is in possession of the report containing illegal earnings of an officer who worked as Collector in several districts in the past and is now working in Hyderabad. Even though he is working in an insignificant department, but making big money, has shown his assets as nil.
The list will be unending, if we go on writing about 'talent' of these officers. It can't be ruled out that few of these officers might really do not possess anything as they declared. They might not have ever acquired any properties of their own and are living in the government quarters. But majority of the bureaucrats are amassing un-accounted wealth, is for sure. The central government has merely asked these officers to declare their assets, but has not formulated proper systems to cross-check whether the reports are in order accordingly with the proformas and whether they are true or false.
* The IAS officers are being provided with govt. vehicle, which is meant for official use only. Majority of the officers have declared in their reports that they do not possess any other vehicle. Then in what way these officers and their family members are commuting to attend to their personal works? Are they really using public transport?
* The quarters given to IAS officers are furnished with basic household furniture only. All other necessary things are to be procured by the officers themselves. But many of them have not mentioned about these purchases in their reports. Are they really leading their life with the 'basic furniture' provided in the government quarters?
* It is not necessary that all the property possessed should be in the name of the particular officer, even assets held by family members too have to be mentioned in the report. But majority of the officers have not cared to do this.
