Anna Hazare Names it 'Jok Pal Bill'

The rift within the Lok Pal Bill draft committee continues to widen. Anna Hazare has accused the government of trying to bring a toothless Lokpal and said he will begin a second fast at Jantar Mantar from August 16. Responding to Anna Hazare, Union Minister Kapil Sibal said the threats won't work during negotiations. Cabinet ministers Kapil Sibal, P Chidambaram and Salman Khursheed addressed the press to explain their side even as Team Anna Hazare termed Lokpal bill a 'jokepal' bill. Civil society's Arvind Kejriwal said "The bill the govt is proposing is not lokpal but ‘jokepal’ bill." "It was not a joke till yesterday afternoon, apparently it has become a joke now," said Salman Khursheed. The divide is complete but there also a shift in the government strategy. They want to get everyone on board. The government hopes that vested political interests will help it get even the Opposition's support on not including the prime minister under the lokpal's purview. A reality check for Team Anna too. Their draft might be legally valid but may not muster support in the Cabinet since there are five Cabinet ministers in the Joint drafting committee.

Rajinikanth And His Robotic Phone Calls

The one and the only Rajinikanth is really a superstar and has proved umpteen times. He has his own style of doing things. This time he has gone a bit further and made everyone wonder whether he is better as  a superstar or a super politician! Rajinikanth called Tamil Nadu new Chief Minister Jayalalithaa after being discharged from the hospital in Singapore where he was admitted late last month for respiratory problems. Rajinikanth congratulated the AIADMK chief on her massive victory in the state elections. He is even said to have complimented her saying "You have saved Tamil Nadu." Several hours later, he phoned her arch rival, DMK president M Karunanidhi. DMK sources say the superstar consoled Mr Karunanidhi about being voted out as Tamil Nadu Chief Minister. "You've seen many ups and downs. Don't worry about anything. Take care of your health," Rajinikanth is reported to have said. The superstar Rajainikanth's political allegiance has been a headline since April, when Tamil Nadu voted for its new government. Television cameras that followed him into the polling booth seemed to capture his hand hovering near the two-leaves election symbol of Jayalalithaa's AIADMK.  Surprisingly, a few hours later, Rajinikanth was seated next to Mr Karunanidhi at a screening of the film Ponnar Shankar, based on a novel written by the DMK chief. It's even more surprising that in 1996, Rajinikanth had confidently declared "Even God can't save Tamil Nadu if Jayalalithaa is elected to power." The DMK won that election. The superstar later made up with Jayalalithaa and she attended his daughter's wedding in Chennai in November 2004.  

Puttaparthi Yajurveda Mandiram Opened

Yajurveda Mandiram in Puttaparthy Prashanthi Nilayam, the personal abode of departed Bhagawan Sri Sathya Sai Baba was opened by the Sathya Sai Central Trust members today after nearly two and half months. The opening of Yajurveda Mandiram gains significance in the wake of rumours doing rounds that the room contains invaluable personal wealth of Sri Sathya Sai Baba. The Sathya Sai Central Trust members Satyajit, Ratnakar, SV Giri, Chakravarthi, Srinivasan, Justice PN Bhagawati and few others went in to the room. Though Bhagawati has resigned from the Trust earlier, he was taken along as the other members are all associated with some business or the other, while he is the only one who doesn't have any. Moreover he is former chief justice of India and commands lot of respect among people. Two new persons, who are not trust members were also taken along. It is not confirmed but is said that these two are the judges from Penukonda and Hindupur courts. Even there was a lot of opposition from trust members to take Baba's personal assistant Satyajit alongwith them. Satyajit can't be left behind because the Yajurveda Mandiram has a computerised lock and Satyajit's thumb impression is required to open it. Media was not allowed close to the mandiram and none of the members so far disclosed what the room actually contains.    

Justice P N Bhagawati Left Sathya Sai Central Trust

Former CJI, justice P N Bhagawati made a sensational disclosure here on Wednesday, saying that he was not a member of the all powerful Sri Sathya Sai Central Trust, which manages the Prasanthi Nilayam and runs all the welfare programmes for thousands of devotees, who throng the small town of Puttaparthi in Anantapur district. In another important development, rumours were rife that the Trust secretary and former IAS officer K Chakravathi would resign from his post soon. Bhagawati said that he exited from the Trust, after he was made the vice chancellor of the Sri Sathya Sai University. "I am here with the blessings of Sri Sathya Sai Baba and I would continue to serve in whatever position I am in," he said. Justice Bhagawati said no effort was made by the Trust to downsize the role of Baba's caregiver, Satyajit. Sources said, heated arguments took place among the members, on the role of Satyajit and taking him into the Trust. While a majority of the Trust members okayed his entry into the Trust, Baba's nephew and Trust member R J Rathnakar opposed the proposal. Sources said, Rathnakar did not want an 'outsider' to control the financial matters of the Trust and hence, was opposing Satyajit's entry strongly.

Panchayat Elections Postponed Indefinitely

The Panchayat Raj Elections slated to be held in the month of July have been postponed indefinitely in the wake of a stay order issued by the AP High Court. A Division Bench comprising Chief Justice Nisar Ahmed Kakru and Justice Vilas Afzulpurkar on Wednesday stayed the operation of GO 128 issued on June 6, 2011, fixing guidelines to provide 60.5 per cent reservations to various communities. The bench was dealing with a petition by Mr M. Venkata Reddy of Nagulapally village, Mahbubnagar district, challenging the constitutional validity of the GO. The government had issued the GO by amending the 2006 rules pertaining to the reservations to various social groups in the panchayat raj local bodies. The orders of the High Court came as a relief for the ruling Congress and the Telugu Desam as neither was in a position to face the polls at this juncture. The Congress and the Telugu Desam had been apprehensive about the YSR Congress led by Mr Y.S. Jagan Mohan Reddy causing major damage in the polls to both the parties in the Seemandhra region and about the Telangana Rashtra Samiti doing the same in the Telangana region. The indefinite postponement of the panchayati raj elections, an Ordinance to amend the AP Panchayat Raj Act, 1994 becomes necessary as there is no provision to fill the vacuum that will arise after July 21, the day the tenures of existing Zilla Parishads and Mandal Parishads expire. Accordingly the state government has pushed forward its proposal to bring in an Ordinance amending the AP Panchayat Raj Act, 1994, for appointing special officers/in-charges for the Zilla and Mandal Parishads to fill the vacuum that will be created after July 21. However, a similar provision is in existence for municipalities and gram panchayats.

Century's Longest And Darkest Lunar Eclipse Witnessed

The awesome spectacle of the moon being eclipsed was visible all over the country. The full moon appeared much dimmer than usual, but sunlight passing through the Earth's atmosphere gave the lunar surface a deep reddish hue. This was the century's longest and darkest total lunar eclipse as the Moon immersed deeply inside the umbral (darker) shadow of the Earth.      The total phase of the eclipse lasted 100 minutes. The last eclipse to exceed this duration was in July 2000. The next such eclipse will only take place in 2141. As the earth came in between the sun and the moon, its shadow first began sweeping across the moon blocking out much of its bright light and as the shadow descended gently, the moon's face turned red. A lunar eclipse occurs when the Earth in course of its orbit around the Sun, comes between the Moon and Sun in such a way that Moon is hidden in the shadow cast by Earth. Babus Transfer Hurts Botsa And Anam

The recent tranfers of Babus (IAS officers) by chief minister Kiran Kumar Reddy have hurt PCC president Botsa Satyanarayana and Finance Minister Anam Ramnarayan Reddy. According to highly placed sources, Anam Ramnarayan Reddy is said to have complained to the PCC chief that he is being discorded by the CM. It is said, a hurt Anam told Botsa over telephone "Kiran Kumar has transferred all four of my top finance team, special chief secretary G Sudhir, principal secretaries L V Subramanyam and Vasudha Mishra and secretary S E Sekhar Babu, without so much as even consulting or informing me. This is a clear sign that the CM wants to project me as a non-performer." Botsa consoled Anam telling him that despite being the transport minister, even he was not consulted about the transfer of transport commissioner L Premchandra Reddy. He then assured Anam that he would take up the matter with the CM after the cabinet meeting on Thursday.  

Raghuveera Reddy Faults Jagan Loyalists

AP Revenue Minister Raghuveera Reddy, who has been keeping a low profile ever since YS Jagan Mohan Reddy left the Congress Party, has for the first time faulted the Jagan loyalists within his party.  He categorically made it clear that it is very wrong on the part of some Congress leaders to float along Jagan. Speaking to the media, he said "It is true that we all - to be precise 154 MLAs including several ministers also, wished Jagan Mohan Reddy to grow in to a big leader and become the chief minister of the state. To be frank, we insisted on a cabinet resolution to this effect also. But that was all, when Jagan was in Congress party. Once he left the party, it is very wrong and unethical on part of those to still tag along him. There is no point in supporting a person who has left the party on his own."  

Swami Nigamanand Death Takes New Turn

Swami Nigmanand, who had been fasting for almost four months to protest illegal mining and stone crushing along the Ganga near Haridwar died at the Himalayan hospital in Jollygrant in Dehradun on Monday. This is the same hospital where Baba Ramdev was admitted and was receiving lot of attention. Swami Nigamanand died a day after Ramdev broke his fast. Swami Nigmanand had been on a fast since February 19 this year and was forcibly taken to a local hospital in Haridwar on April 27 when his condition worsened after days of fasting. He was later transferred to the Himalayan hospital in Jollygrant earlier this month after he went into a coma and subsequently died on Monday. His followers have asked for a CBI probe into his death allegeing that he was poisoned. Swami Nigamanand's post-mortem report indicates that he may have died due to insecticide poisoning. The report from Delhi's Lal Path Labs indicates Swami Nigamanand could have died due to insecticide poisoning. Swami Nigamanand's pathology report says that he died of insecticide which was administered to him during the duration of his stay at the government hospital. The pathology report shows high levels of toxins in the blood and indicates organophosphate insecticide posisoning. The Uttarakhand government has ordered a CB-CID probe into the death. Swami Nigamanand was fasting to protest the Uttarakhand government's refusal to ban mining along a stretch of the Ganga near Rishikesh.

AP Panchayat polls in July Second Week

The state electon commission is gearing up to hold elections tothe three tier panchayat raj system in the state with the AP High Court on Tuesday refusing to stay the process. The three-tier election process includes elections to the panchayats, mandal parishads and zilla parishads. Justice G Rohini dismissed an interim application filed by the state sarpanchs' association that wanted the court to intervene in the election process on the ground that the state is providing political reservations to the weaker sections beyond the 50 per cent benchmark fixed by the SC. While refusing to stay the polls, Justice Rohini said she would finally adjudicate the main petition of the association that wanted the court to examine the legal validity of the state's decision to provide 60.5 per cent reservations to SC, ST and BCs. State election commissioner P Ramakanth Reddy told the media that notification for the local body elections would be issued in the next five days and the polls would be held in the second week of July. Reddy said that he would soon convene a meeting of all political parties to discuss the election process. The elections for the local bodies will be direct elections and the poll process will be completed by July 21.    

Telangana Congressmen to meet Pranab Today

The Congress’ central leadership has at last begun the process of finding a solution to the Telangana issue by holding discussions with Congress leaders from the Telangana region on Wednesday. The Union finance minister, Mr Pranab Mukherjee, and the home minister, Mr P. Chidambaram, will meet almost all the elected Congress representatives from Telangana separately on Wednesday.   Telangana Congress Ministers, MPs and other legislators are leaving for Delhi in batches. Before leaving, Mr Ponnam Prabhakar, Karimnagar MP and convenor of the AP Congress MPs Forum, told this correspondent, “We will come out with something concrete this time.”     However, there is confusion about what the meeting with the two senior Cabinet ministers will achieve and what solution to the issue could be offered to Telangana leaders. It is not clear whether the deliberations with the two members of the all-powerful Congress Core Committee will be limited to one day or will continue for several days and whether leaders of other regions also will be involved in the dialogue process. Meanwhile, the Telangana Advocates Joint Action Committee led by Mr T. Sri Ranga Rao stopped some of the MPs leaving for Delhi at the Shamshabad airport on Tuesday evening and submitted a representation urging them to “achieve statehood” at any cost. The Telangana Political JAC chairman, Prof. M. Kodandaram, told the Congress MPs not to return empty handed this time.  

Total Lunar Eclipse of the Century Today

A Total lunar eclipse of the century will take place on Wednesday. It is the first of two total lunar eclipses in 2011, the second would occur on December 10.   According to experts, it is a relatively rare central eclipse, where the Moon passes through the central line of the Earths shadow. The last lunar eclipse closer to the centre of the Earths shadow was on July 16, 2000. The next such total lunar eclipse will be on July 27, 2018. All this would happen during the total lunar eclipse that would begin at 10.54 pm on Wednesday.     “The total phase of this lunar eclipse will last 100 minutes. The last eclipse to exceed this duration was in July 2000,” she said. The total lunar eclipse will begin at 00:52:30 IST and end at 02:32:42. The partial eclipse will begin at 23:52:56 IST and end at 03:32:15. The eclipse will be visible completely in Africa and Central Asia. It will be visible rising over South America, Western Africa and Europe, and seen setting over Eastern Asia, and Australia, C.B. Devgun from Science Popularisation Association of Communicators and Educators said. The relatively rare total lunar eclipse will have a magnitude of 1.70, said N. Sri Raghunandan Kumar of Planetary Society of India. Also, a star named 51 Ophiuchi will be occulted during the eclipse.

Mamata's Government passes Singur Bill

West Bengal government on Tuesday passed the Singur Bill in the Assembly even as the Left voiced protest. Although the Bill has empowered the government to re-acquire the land and redistribute it, it has also raised many questions to which West Bengal Chief Minister Mamata Banerjee has no answers yet.   The Left while in agreement with the objective of the bill, differed on crucial points. Differentiating between willing and unwilling farmers would amount to violating Article 14 of the Constitution that guarantees equity.     Leader of Opposition in West Bengal Assembly Surjya Kanta Mishra said, "When such a conflict arises, the Act made by Parliament will have an overriding effect over the legislation made by the state. Then this legislation will be of no use." The government, meanwhile, made amendments to the bill to ensure that land can now be redistributed from anywhere in the 997 acre plot, and also the 600 odd acres that was leased to Tata Motors. In its response, Tata Motors stated, "The company had invested nearly Rs 1800 crore in establishing the plant. Tata Motors will study the Bill and take appropriate steps." The Bill has been passed and Mamata Banerjee is happy at having fulfilled her first commitment. But she may well have waded into dozens of court cases from aggrieved parties. The action then moves from the state Legislative Assembly to the Calcutta High Court.

How Congress is Planning to Solve T-issue

If highly placed sources are to be believed, here's how Congress is going to solve the burning Telangana issue. According to an AICC source, the Congress high command plans to offer the Gorkhaland model of autonomy for Telangana. AICC general secretary Ghulam Nabi Azad is likely to propose this when Telangana Congress MPs meet him in two weeks. The Gorkhaland model includes the formation of a council with wide-ranging powers and a big financial package. It's also similar to the sixth option recommended on December 31, 2010 by the Srikrishna committee set up by the Centre to look into the demand for Telangana. The committee had suggested statutory safeguards for Telangana including a Telangana Regional Council, strengthening of Gentlemen's Agreement of 1956, and the provision for coming out with an annual report card addressing the progress made on the implementation of various provisions guaranteed under the new agreement. The source said neither the UPA government nor Congress president Sonia Gandhi favours division of Andhra Pradesh. This was conveyed to Congress leaders from Telangana during their meetings with Central leaders. "It's Sonia's intent that the Darjeeling model be offered for Telangana and Azad has been told to roll out this offer in his meeting with Congress MPs from Telangana," said one Telangana Congress leader. Union minister Jaipal Reddy, too, indicated last weekend there would be no Telangana when he stressed Congress was against regionalism and sub-regionalism. However, at a time when Telangana Rashtra Samiti (TRS), the Telangana Joint Action Committee (JAC), Congress MPs and MLAs from the region and several other forces supporting separate state are preparing to intensify their agitation, the Darjeeling model may not find many takers among them. But AICC sources claimed that the party high command has evolved a formula to make even the TRS come around to accepting the Darjeeling model.  

Cops Get Ready For TJAC Vanta Vaarpu

The Telangana Joint Action Committee (TJAC) in its bid to intensify T-stir has planned 'Vanta-Vaarpu' (Cook and serve on the road) protest to be held in the city on June 19. Though Telangana Joint Action Committee (TJAC) has stated that the protest would be organised in the 150 municipal wards in the city, in the wake of intelligence alerts about chances of the protest turning violent, police have stepped up surveillance in all 10 Telangana districts. According to intelligence inputs, messages have been sent to local groups in the districts to mobilise activists in huge numbers to participate in the protest. "We are expecting pro-Telangana activists from Ranga Reddy, Medak, Mahbubnagar and Nalgonda districts to join the protest in the city," an intelligence officer said. The district superintendents of police (SPs) have been asked to step up vigil on various pro-Telangana groups. At present, 35 companies of paramilitary forces have been deployed in the state with nearly 20 companies confined to the city alone. As the separate statehood agitation is likely to pick up momentum, the city police are using the paramilitary personnel for vehicle checking and frisking activities. The TJAC has scheduled protests at several places in the city including Musheerabad X Roads, TRS Bhavan, Ram Nagar X Roads, RTC X Roads, Secunderabad, LB Nagar, Kukatpally and Ghatkesar. Hyderabad police commissioner A K Khan would hold a review meeting with all senior officials on Tuesday. Director-general of police (DGP) K Aravinda Rao said he cannot rule out violence during the protest. "Looking at previous protests, we fear anti-social elements might mingle with protestors and resort to violence. We have to plan accordingly to prevent any violence and property damage," the DGP added.

Congress to Get Jagan Loyalists Disqualified

Finally the Congress party in the state has decided to crack whip on the Jagan loyalists before the mansoon session of Assembly going to commence in the month of August. The ruling party is facing threat of a no-confidence motion in the ensuing session and wants to minimise the chances of any embarrassment on the floor of the House. According to sources, the CM camp will strongly advocate the disqualification of the four rebel legislators before the no-trust motion is taken up by the assembly. The four pro-Jagan Congress MLAs, whose disqualification the ruling party has sought, are G Adinarayan Reddy, B Srikanth Reddy, Konda Surekha and P Amarnath Reddy. Many of the Congress MLAs hobnobbing with Jagan have so far been under the impression that the Congress might not disqualify them as it could result in the government turning into a minority in the House. Now with PRP merger, the Congress has a total strength of 182 in the assembly. By disqualifying the rebels, the required figure in the assembly to stay in power will come down, thereby helping the ruling party. The calculations in political circles is that if Jagan can muster the support of over 40 MLAs and get them to vote in favour of the no-trust motion, then there is a possibility of the Kiran regime being in danger. Sources close to the Speaker's office disclosed that after following requisite procedure, a decision on the disqualification would be finalised in the next two weeks.  

EC Approves PRP Merger With Congress

With the Election Commission of India formally approving Prajarajyam party's merger with Congress, PRP chief Chiranjeevi finally succeeded in making his party a part of the political history. The merger comes as a shot in the arm for the Kiran Kumar Reddy government with the Congress consolidating its tally to 182 in the state assembly. It also paves the way for at least two PRP legislators to be elevated as ministers in the next cabinet re-shuffle, which is likely to take place by the end of this month. The Prajarajyam Party was launched by film actor Konidela Chiranjeevi on August 26, 2008, with 'social justice' as its main plank. The party that polled around 70 lakh votes and won 18 assembly seats in the last elections had its share of controversies after some leaders walked out of it even before the elections accusing it of selling away party tickets. Later, several leaders with decades of political standing walked out of the party accusing Chiranjeevi of failing to uphold democratic values within the party. In fact, most of them returned to their respective parent parties - Congress and TDP. PRP MLC C Ramchandraiah confirmed the merger news, saying that they received a letter to this effect on Monday afternoon. Though the merger process has been on cards since February this year, some technical glitches delayed it. Barring PRP MLA B Shobha Nagi Reddy, all other party legislators have backed the PRP merger with the Congress and reiterated their faith in the leadership of Chiranjeevi. Announcing PRP's merger with the Congress in February, Chiranjeevi had said he would not run away from his responsibilities just because he planned to merge his PRP with the Congress.  

Anna Hazare Team: Letter to PM

Social activist Anna Hazare's team posed several questions in aletterr written to Prime Minister Dr. Manmohan Singh. They asked the PM, why his cabinet is reluctant to bring the PMO under the ambit of Jan Lok Pal bill, when he himself have volunteered to be under the purview of JLP. The letter also said that though Pranab Mukherji and Veeappa Moily have agreed to it in the beginning, but have gone back from their word after 11 March. On the other hand, speaking to the media, Anna Hazare said that AICC general secretary Digvijay Singh is trying to defame him and he has already written a letter to Mrs. Sonia Gandhi on this matter. Anna Hazare condemned the reports as totally false and baseless that he and his team are working on the behest of BJP and RSS.
