SC Refuses to Restrain Centre on Telangana

The Supreme Court on Friday rejected a plea to restrain Centre from carving out a separate Telanganga State saying it was "too premature" but sought response from the AP government and Telangana Rashtra Samiti (TRS) over concerns that normal life has been paralysed due to the agitation. "A commission (Justice Srikrishna) has been appointed. The Central government has not taken a decision this way or that way. How can we prevent the Union of India from taking a decision. Your prayer is premature," the court observed.   Besides issuing notices to TRS, which is spearheading the stir, a bench of justices GS Singhvi and S Mukhopadhaya also sought replies from the registrar general of the high court and the state bar council that even judicial work had been disrupted. The apex court, however, turned down advocate PV Krishnaiah's plea seeking the court's direction to the Centre to restrain it from carving a new state out of Andhra Pradesh. Krishnaiah, who moved three PILs, had contended that the power to carve out a new state under Article 3 of the Constitution is vested with Parliament and the same cannot be done without amending Article 371-D which granted certain benefits of reservation in employment, education and other benefits to the locals. The apex court, however, wondered whether "extra-judicial forces" could bring normal life and court proceedings to a halt as part of the agitation. "We would like to examine whether governance can be brought to a halt by extra-judicial forces. Is it open to the bar council and advocates to disrupt the proceedings of the court," the bench queried. It asked the state government, Registrar General of the High Court and the Bar Council to file their affidavits withing 10 weeks.

Maoists on a Recruitment Drive

Despite Warangal proving a fertile ground for Maoists for the last four decades, they have witnessed a strong opposition to their activities from the police forces in the last decade. This has compelled them to shift their base to Chhattisgarh, decreasing their foothold in the region. Also, with intensified combing operations in the district, they have not recruited new Maoists into the party and have witnessed a series of encounters. Earlier Maoist forces existed in groups of tens and twenties but with encounters taking a toll on them, the number has plummeted to one or two. They are, however, paying secret visits to Warangal. Meanwhile, police opine that their activities have come down but they manage to make their presence felt by resorting to some sort of violence. As part of their activities, they had recently killed a BILT officer, Ramakrishna, in Kamalapuram village of Mangapeta mandal. The killing took place under the aegis of a committee monitoring operations in Khammam, Karimnagar and Warangal (KKW). According to police, Maoists are making arrangements to recruit new ones to into their party. The recruitments are being supervised by KKW member Bade Chokkarao alias Damodar, to expand the party activities in the three districts. However, police say that they are counter-checking Maoist activities and tracking the movements of those shuttling between Warangal and Chhatisgarh. They have also beefed up security in Maoist-affected areas while Greyhounds police have intensified combing operations in the forests of Karimnagar, Khammam and Warangal. After a fire exchange between Maoists and police in Chinnaboinapalli of Tadwai mandal on October 26, Damodar escaped but left his kit bag behind. Through the information obtained from material in his bag, police learnt that they have begun making arrangements for recruiting new Maoists into the forces. According to information received by the police, Damodar’s wife Urmila alias Sabita is supervising Maoist activities in Mahadevpur and Euturunagaram area. Police say that they have set up a separate team for recruiting new Maoists and they would be recruited through local organizing committees (in villages) which are coordinating with the KKW team. A police officer, under the condition of anonymity, said that they were aware of the preparations for the recruitment process and added that the police would impede their activities. “Recruitments have not begun yet,” the police officer revealed.

MLA Ramana Murthy Raju Slaps Man at Rachabanda

Even before the dust on Congress MLA Jaggareddy's brash behaviour could settle, another ruling party MLA landed himself in trouble by allegedly slapping the son of a former TDP sarpanch at a Rachabanda programme on Friday.   Yalamanchili MLA, U V Ramana Murthy Raju, alias Kanna Babu, slapped Appala Raju, son of former TDP sarpanch Nagireddy Suryanarayana, with a chappal when the latter questioned the government's failure to keep its promises made during the first phase of Rachabanda. This unsavoury incident took place in Cheemalapalli in Achyutapuram mandal. The MLA later clarified that he only pushed an agitated Raju and denied slapping him. Raju complained that it was only the Congress workers who were getting the benefits of Rachabanda, whereas, workers of other parties are denied any sops. He alleged that the authorities were not issuing ration cards to the poor. Upset over these remarks, Kanna Babu lost his cool. He stepped down from the dais and pushed Raju aside. Police personnel tried to stop the MLA but he pushed Raju after slapping him hard with the chappal. He shouted at Raju saying that he would not keep quiet if people keep throwing mud on the government. Even as tempers ran high, police intervened and sent Raju away. The TDP workers raised slogans against the MLA and alleged that the he slapped their man. Police said that they have not seen the MLA using the chappal, but agreed that they have seen Raju being pushed by him. 11-11-11 Date: 2G Scam Trial Begins Today

The date 11-11-11 is being publicised all over the world as a special date in many ways. It can't be said whether all the significance attributed to this date is true, but for some people in India, it is definitely going to be a significant day. The trial in the 2G spectrum allocation case is beginning today (11November 2011) in a special court at New Delhi. Central Bureau of Investigation (CBI) Special Judge OP Saini had earlier ordered the trial to commence on this day with all the accused declining to plead guilty to various offences. All the 14 individuals accused in the case are in judicial custody at Tihar jail. The charges have been framed against all the 17 accused including former telecom minister A. Raja, DMK MP Kanimozhi and three corporate entities. While framing charges, the judge observed that there was prima facie evidence against Raja, his former private secretary RK Chandolia and former telecom secretary Siddhartha Behura. The judge said evidence was also there against Reliance Telecom, Swan Telecom and Unitech (Tamil Nadu) Wireless. He said CBI had also given evidence to frame charges against three corporate executives of Reliance Group. Others against whom charges have been framed are Swan Telecom promoter Shahid Usman Balwa, his cousin Asif Balwa, their colleague Rajeev Agarwal, Unitech Ltd's Sanjay Chandra and DB Realty's Vinod Goenka. The judge said there was also a prima facie evidence for framing charges against Kalaignar TV chief Sharad Kumar and Cineyug founder Karim Morani. The CBI, in its first chargesheet filed on April 2, had charged Raja and others with criminal conspiracy and causing a huge loss to the exchequer by allocating spectrum to ineligible operators.   Video Source: newsxlive

Miscreants Trying to Whip up Communal Passions

Thanks to the all round development of Hyderabad, the city didn't witness incidents of communal riots for the past two decades. Reports are coming in since couple of days that a miscreant group is trying to whip up communal passions again in the city. A particular organisation is under the scanner of the Hyderabad police for carrying out the offences, which appear to be preplanned. Seemingly a deliberate attempt to whip up communal passions, three persons belonging to one particular community were stabbed and attacked with rods in two separate incidents in Bowenpally and Kacheguda police limits on Tuesday night. A worried police top brass has launched a manhunt. The three victims had to be hospitalised. Bowenpally police inspector G Srinivas said two persons were critically injured after a few unidentified persons attacked them in separate incidents. Incidentally both the victims were going to Balanagar from Secunderabad on their two wheelers when they came under attack. The incident took place around 12.30 am. Police said one of them suffered injuries on his back and neck and he was admitted to a hospital in Balanagar. Both happen to be the residents of Fatehnagar. Based on the complaint lodged by the victims, Bowenpally police registered a case under Section 307 IPC and investigation is on. In another incident, one person, belonging to a particular community suffered injuries when unidentified persons attacked him at Nimboliadda in Kacheguda police station limits. Kacheguda police inspector B Koteswara Rao said that unidentified persons attacked the 23 year old man. The incident took place at Nimboliadda and the victim, a resident of Malakpet was going to Kacheguda when he was attacked. He suffered bleeding injuries and shifted to nearby hospital. Kacheguda police registered a case and investigation is on.

The Homecoming of Jagan Camp MLAs

According to reliable sources, it is said that some YS Jagan Mohan Reddy loyalist MLAs are planning a 'homecoming' to their parent party, the Congress. Sources say, the CBI case against Jagan in the Obulapuram mining case and the investigations into his illegal assets have rattled his party, the YSR Congress. The 26 MLAs, since their resignations have not been accepted yet, they still continue to be Congress MLAs technically. They can always withdraw their resignations and come back to the Party. According to informed sources, seven MLAs loyal to Mr Jagan Mohan Reddy met here on Monday and discussed the proposal of rejoining into Congress party. After a meeting which lasted around two hours, the MLAs are believed to have decided to rejoin the Congress party. Government Whip Kondru Murali said that  few MLAs, who had resigned from the Congress and their Assembly membership, have "sent" a word to the Pradesh Congress Committee about their intention to rejoin the party. However, Mr Murali said there is no information on the exact number and the names of MLAs. "Not only the MLAs who have aligned with Mr Jagan Mohan Reddy, but two more MLAs who had switched sides to the TRS recently, Mr Jupally Krishna Rao and Mr Tadikonda Rajaiah, also wish to come back to the Congress," he added. It is said, the MLAs feel they are being ignored in their constituencies and the ministers have been moving around launching developmental programs. They also feel they would face a threat to their political existence if the PCC appoints in-charges in their constituencies. However, according to some other sources, the Jagan loyalist MLAs will part ways with YSR Congress only if he is arrested. And many of them are of the view that such a situation is unlikely to happen at this juncture. PCC President Botsa Satyanarayana, who was in regular contact with the MLAs, is said to have spoken to them and assured them they will be treated well in the party.

Gandhian Shambhu Dutt Regrets For Trusting Team Anna

94 year old Gandhian Shambhu Dutt, the general secretary of Gandhian Seva and Satyagraha Brigade, is the one who along with his five colleagues was the first to sit on fast-unto-death on January 30 last year over the Lokpal issue. Dutt, ended his fast-unto-death after Team Anna promised to shoulder the campaign. Dutt says, he now regrets his decision to hand over his fight to Anna Hazare and his core committee of "yes men". "Kiran Bedi and Swami Agnivesh came to us and pleaded to end our protest saying they will carry forward the protest. In retrospect, I think we should not have called off the protest. We were more sincere in our determination," Dutt told. Slamming Team Anna, he said the core committee members were "insubstantial". "Team Anna and particularly Arvind Kejriwal has lost the credibility in the eyes of those who know the inside story. The core committee is full of all yes men and there is no substance in the committee. The excesses and transgresses will prove to be undoing of Hazare's campaign," he claimed. Terming Hazare's threat to campaign against Congress in poll-bound states as "childish", he said, "Hazare keeps changing his stand. Earlier he said he would not oppose Congress. He should have waited to see what kind of bill the government is proposing before Parliament." Dutt's organisation has submitted a memorandum on Lokpal issue to the Parliamentary Standing Committee and has rejected several proposals of the Jan Lokpal Bill. "We supported Hazare's corruption campaign but we have objections to some of the provisions in the Jan Lokpal bill," he said.  

TRS, TDP Set Eyes on Vacant Mahboobnagar Seat

In recent times, Mahboobnagar district has been in news for two things. One is for the sudden death of the sitting independent MLA of Mahboobnagar assembly constituency N Rajeswar Reddy and the other one is former minister from the district, Kollapur Congress MLA Jupalli Krishna Rao quitting the Congress and joining the TRS party. The Telangana Rashtra Samithi after grabbing the Banswada Assembly seat from Telugu Desam Party and wooing MLAs from other parties, is now eying the Mahbubnagar Assembly constituency. According to sources, as the family of Rajeshwar Reddy is not ready to join the TRS, the party is said to be toying with the idea of neutralizing the sympathy for the family by fielding well-known TEJAC leader K Srinivas Goud as its candidate. Mahbubnagar district, which till recently was outside the influence of the TRS, is slowly turning into a fortress for the party. After TRS chief K Chandrasekhar Rao won the MP seat from Mahbubnagar, the party has been able to woo many influential leaders from other parties. The first to join the party was former BJP MP Jitender Reddy, who brought into the party a large number of BJP cadre. Recently, another influential leader and former minister Jupalli Krishna Rao joined the TRS after quitting the Congress. The names of at least two TDP MLAs are doing the rounds as the next possible migrants to the TRS. The TRS had initially wooed Rajeshwar Reddy's widow Vijayalakshmi into its fold with the offer of supporting her candidature. In its attempts to build rapport with Vijayalakshmi, K Kavita, daughter of KCR, met Vijayalakshmi to express her condolences. Even though no politics was said to have been discussed at the meeting, sources said the sole purpose of the meeting was to woo her into TRS. But with that failing, the TSR is holding out the threat of fielding TEJAC leader Srinivas Goud from the constituency. However, according to Congress circles, Vijayalakshmi would contest the elections as the Congress candidate or as an independent backed by the ruling party. On the other hand, Telugu Desam Party is also eying the vacant seat with an intention to regain its hold on the district. TDP has almost lost its ground in the district with its senior most leader Dr. N Janardhan Reddy quitting the party along with a couple of MLAs and two more reportedly on way out. According to TDP sources the party is on the lookout for a suitable candidate to be fielded from the Mahbubnagar seat.
