T Congress Proposes Hyderabad as Joint Capital

Inching towards an amicable settlement, the Telangana Congress leaders have mooted a proposal to suggest the Centre on the status of Hyderabad in the event the state is bifurcated. Under this proposal, Hyderabad would be a centrally administered district till such time as the new capital for the Seemandhra region is ready. The Telangana Congress sources said, this proposal has been formulated incorporating certain demands of the Seemandhra leaders to allay the apprehensions of those who have properties and business establishments in Hyderabad. T Congress leaders also think that this is a workable alternative on the status of Hyderabad among a bouquet of suggestions. A T Congress delegation, which is scheduled to go to New Delhi on September 25, is expected to place the proposal before AICC general secretary Ghulam Nabi Azad, who is negotiating with the Congress leaders of all regions on the separate state issue. Elaborating on the suggestion, the sources said Hyderabad district will become a combined capital for the both regions for an agreed period of time. "As per the new suggestion, Hyderabad will be a central administered district for 10 years during which period it will serve as the capital for both Telangana and Seemandhra. Simultaneously a capital will be built for Seemandhra. After 10 years, Hyderabad will automatically become a district in Telangana and Seemandhras will go to their new capital," the sources told. According to sources, the central administration in Hyderabad district would dispel the misgivings about possible discrimination against or attacks on the Seemandhras. This was, the sources said, a climb down for the T Congress leaders as they had earlier said that the issue of Hyderabad was non-negotiable. "Since some MPs from Seemandhra genuinely want the division of the state, we are making this suggestion for an amicable settlement," the sources said. Meanwhile, the Telangana MPs, led by K Keshava Rao, convener of the Telangana Congress steering committee, condemned the lathicharge, lobbing of tear gas shells and arrests of 'Sakala Janula Samme' agitators in the region, especially at Osmania University. They demanded the immediate withdrawal of forces from the university and release of all those arrested across the region on Monday. MP Manda Jagannatham took strong objection to the way both the CM and governor were treating the Telangana movement. "The governor and CM are trying to mislead the Centre by forwarding 'concocted' reports. As constitutional heads both the governor and CM should behave responsibly while dealing with a democratic movement," Jagannatham said.

State, Centre Gearing up to Resolve T-issue

As per the sources, the Congress central leadership has reportedly decided to address all key issues concerning the state, including the Telangana issue. Sources have confirmed that the AP affairs incharge, Ghulam Nabi Azad has invited both Chief Minister N. Kiran Kumar Reddy and PCC chief Botsa Satyanaryana, to Delhi for consultations on the key issues after September 25. Mr Azad, who has completed consultations with Congress leaders of Telangana and Seemandhra, is expected to submit his report soon. Sources said Mr Azad is expected to submit his report on the Congress' stand on bifurcation issue by the month end. The Congress central leadership has reportedly decided to address all key issues concerning the state, including the Telangana issue. It is also said, the Congress central leadership in its latest Core Committee meeting, reviewed the ongoing 'Sakala Janula Samme' strike on Telangana and conveyed to Mr Azad that he should present his report on the consultations he has had with all groups in Congress. It seems likely that the central Congress leadership will announce its decision on Telangana in October. The Chief Minister will also discuss with Mr Azad the total revamp of the state Cabinet and appointments to important public sector undertakings and institutions. Two berths in the state Cabinet for erstwhile Praja Rajyam legislators and the post of the government whip have to be finalised. The Chief Minister has insisted on a personal meeting with the Congress president to discuss the proposals. Mr Reddy has sent word to 10, Janpath for an appointment with Mrs Gandhi whenever she resumes meeting leaders, it is said.

T Congress Leaders to Wait Till Dasara to Resign

The steering committee of T region Congress MPs, MLAs and MLCs met on Friday and decided to submit their resignations if a decision is not taken in favour of a separate state by the Congress high command. This meeting was held by the steering committee in view of the warning issued by TRS leader K T Rama Rao to the Congress and TDP MLAs to resubmit their resignations or face the wrath of the people in the region. The steering committee, which met at the residence of Rajya Sabha MP K Keshava Rao, discussed the strategy to be followed after September 30, when the AICC deadline set for the announcement of its stand on Telangana expires. "A delegation will go to Delhi to meet the AICC leaders before September 30 to issue an ultimatum that the Congress MLAs and MPs would press for the acceptance of the resignations if a positive decision on Telangana is not taken," said senior leader K R Amos. Apart from Keshava Rao, the MPs present included G Vinod, G Sukhender Reddy, Komati Reddy Rajagopal Reddy and N Balaram Naik, ministers Jana Reddy and Basavaraj Saraiah, 12 MLAs and 2 MLCs. Extending full support to the T general strike, the meeting urged the state government not to take repressive measures against the striking employees as the general strike has been peaceful so far. "Arresting the leaders and attempting to crush the movement with police force will provoke the people and lead to unnecessary complications," asserted the leaders in the meeting.  

Day One Sakala Janula Samme: Civic Services Affected

Day one of the general strike called by the Telangana Employees Joint Action Committee (JAC) seeking a separate state was near total in all the state government offices barring the Secretariat. In Hyderabad, work in the transport offices, water board, various offices of the GHMC, government junior colleges and schools was completely paralysed while the medical staff at the government hospitals attended to their duties wearing black badges. Even as the state government preferred not to act on the first day of the strike, the JAC said that their agitation will go on till Telangana is achieved. A two-day closure of the cinema halls in the region has been called for beginning Wednesday while the APSRTC employees are expected to join in the stir on September 19. The strike was near total in about 50 of Singareni collieries spread across four Telangana districts with the 70,000-odd workers (barring 2,500 officers) abstaining from work on Tuesday despite the state bringing them under the Essential Services Maintenance Act (Esma). As a result, production of 1.2 lakh tonnes of coal was lost on Tuesday. Singareni Collieries accounts for 35% of the total thermal power generation in the state and a power crisis could be in the offing if the strike by the coal miners continues for a few more days. Staff of Hyderabad water works, Central Discom, civil supplies and GHMC participated in large numbers hitting the delivery of civic services. In Telangana region, staff in all municipalities joined the strike resulting in total shut down of sanitation works. The state Secretariat in Hyderabad was the only exception with 85% of the total 6,000 staff reporting for work on Tuesday. Sources in the chief minister's office said that Kiran Kumar Reddy is closely monitoring the situation and that a call would be taken as to when to invoke Esma and GO 177 (No Work No Pay) depending on the intensity of the general strike in the next few days.
