Shivlal Yadav, Arshad Ayub Accused in HCA Scam

Even as the entire nation is basking in the glory of clinching the World Cup, Hyderabad Cricket Association (HCA) is embroiled in a 'CWG' type scam. HCA vice-president Shivlal Yadav and president Arshad Ayub are named as accused No. 1 & 2 in an alleged case of misappropriation of HCA funds. The ACB court of Hyderabad directed the director-general of ACB to investigate in to the case and file his report by 9 May 2011. HCA member C Babu Rao Sagar filed a petition in the ACB court charging the executive committee of HCA and several contractors with connivance and causing loss to the association. After hearing the petition, the Special Judge for ACB court I Krishnaiah, made these orders. The HCA vice-president and former Indian test cricketer N Shivlal Yadav was made accused number one in the case and president Arshad Ayub the second accused. Among the 20 other individuals and companies named are M V Sridhar (vice-president), Nagarjuna Construction Company (NCC) - the builder of Rajiv Gandhi International Cricket Stadium at Uppal and Bajaj Electricals. The judge pointed out that since cricket associations deal with public money and public assets, they too fall under the category of public servants. The petitioner, C Babu Rao Sagar alleged that a sum of Rs 77 crore was swindled by the HCA executive in the construction of cricket stadium at Uppal on the outskirts of Hyderabad in connivance with Nagarjuna Construction Company. The charges levelled in the petition are: * Misappropriation of Rs 77 crore in construction of Uppal stadium. * Over 20 office-bearers received gold biscuits worth Rs 44 lakh as gifts in   violation of the bye-laws. * Rs 21-crore canopy contract. * Rs 2 crore loss in purchase of seats at double the cost. * Award of contracts without calling for tenders. * Land purchases running into crores and 'Input costs of stadium material inflated'.  

Kandula Brothers Change Kadapa Bypoll Equations

Senior TDP leaders from Kadapa, Kandula Rajamohan Reddy and his brother Kandula Sivananda Reddy quit the party and joined Congress Party in the presence of the Chief Minister Mr N. Kiran Kumar Reddy and the PCC chief Mr D. Srinivas. The induction of Kandula brothers into the Congress was in fact announced yesterday afternoon itself by party leaders Mr Veera Siva Reddy and Mr Tulasi Reddy. Meanwhile, the Telugu Desam chief Mr Chandrababu Naidu announced that the party Rajya Sabha member and veteran politician Dr M.V. Mysoora Reddy would be the party's candidate for the Kadapa LS segment. The Kandula brothers, who were Congressmen for decades, had fallen out with YSR and had joined the Telugu Desam in 1994. Mr Rajamohan Reddy had lost as a TD candidate from Kadapa Lok Sabha in 1996, 1998 and 1999. He was defeated twice by YSR and once by Mr Vivekananda Reddy. Mr Rajamohan Reddy was a member of the TD politburo for some time and Mr Sivananda Reddy was the in-charge of Telugu Desam for the Kadapa Assembly segment. It is very likely that Mr Rajamohan Reddy would be the Congress party's obvious choice because of his experience as a TD candidate thrice from the same seat and because of the clout that the "Kandula" family enjoys in Kadapa, Kamalapuram and Pulivendula Assembly segments, which are part of the Kadapa LS constituency. Now by taking Kandula brothers in to its fold Congress has succeeded in blocking TD's Mysoora Reddy from laying inroads in to Congress vote bank. At the same time, it has put check on Jagan Mohan Reddy garnering split votes from TDP vote bank. In other words, Kadapa Lok Sabha seat by-election may get reduced to a straight fight between Congress and Jagan Mohan Reddy, say the observers.

Jagan is Ahead of Congress in Poll Campaign

The ruling Congress in Andhra Pradesh has never been in such a dicey situation as it finds itself now. It has literally been pushed into backward defense as it heads for the crucial by-elections to Kadapa Lok Sabha and Pulivendula Assembly seats, slated for May 8. An aggressive onslaught, combined with a mind game unleashed by rebel leader Y.S. Jaganmohan Reddy ahead of the by-polls is proving too tough to handle for the grand old party. The stakes are indeed very high for the two sides in the battle that could well alter the political future of Andhra Pradesh. A victory in the by-polls will see the emergence of former MP Jagan not only as a leader in his own right but also as a powerful challenger to the ruling party. A defeat – which of course, is seen as a remote possibility – will seal his political fate. While Jagan will contest the Kadapa Lok Sabha seat, his mother Y S Vijayalakshmi will seek re-election from Pulivendula. In the by-polls in December 2009, Vijayalakshmi was elected unanimously from Pulivendula following the death of her husband and former CM Y S Rajasekhara Reddy. She too resigned from her post along with her son and also quit the Congress on November 29 last year. This time, however, she will have to face the contest as the Congress and the Telugu Desam Party have decided to field their candidates. For the Congress, winning the by-elections is critical on one hand to ensure longevity of the Kiran Kumar Reddy government and on the other to sustain its hegemony in the state politics. As part of the mind game, Jagan declared that the by-elections would indeed be a fight between (the legacy of) his late father YSR and Congress president Sonia Gandhi whom he accused of splitting his family. Incidentally, the by-elections are not just a fight between Jagan's new political party, the YSR Congress, and the Congress but a power tussle within Rajasekhara Reddy's family as well. For, it is Jagan's uncle Y S Vivekananda Reddy who will be fighting his mother for the Pulivendula seat. Viveka, AP's Agriculture Minister, stayed on in the Congress much against Jagan's will after the mother and the son quit the party. Younger brother of late YSR, Viveka actually holds more clout in Kadapa and Pulivendula but Jagan is trying to beat him emotionally. "He (Viveka) is going to fight his own sister-in-law (Vijayalakshmi) who is regarded as a mother. Would my late father's soul rest in peace," Jagan asks, trying to score a sentimental point. At one point, the Congress decided not to field any candidate against Vijayalakshmi to beat Jagan in his own "sentimental" game but it was Viveka himself who insisted on jumping into the ring from Pulivendula rather than Kadapa. Left with no choice, the party had to give in to his demand. Now, it is desperately searching for a suitable candidate to take on Jagan in Kadapa. Jagan, who won the Kadapa seat by a margin of over 1.75 lakh votes in May 2009, now aims to bag it by a margin of over three lakh votes. While he is already racing ahead with the poll campaign, the Congress is still on a manhunt.

Chaitanya is TD Candidate For Kadapa LS Seat

The Congress leadership wants to wait for political developments that may arise after the TD finalises its candidate on Wednesday, and then take a decision depending on possible desertions into its camp from the TD. To this effect, though Mr Varadarajulu Reddy’s name is doing the rounds, sources said there might be a surprise. The PCC spokesperson, Mr N. Tulasi Reddy, told newspersons that while Mr Vivekananda Reddy had been finalised for Pulivendula, the Kadapa candidate would be announced on Wednesday after a final meeting convened by the Mr Kiran Kumar Reddy and the PCC chief, Mr D. Srinivas. The Chief Minister had convened a meeting at his camp office on Tuesday which was attended by ministers. Dr D.L. Ravindra Reddy, Mr Y.S. Vivekananda Reddy, Md Ahmadulla, in-charge minister, Mr Kanna Laxminarayana, 20 point economic committee chairman, Mr N. Tulasi Reddy, and others to finalise the party candidates for the by-polls. The presence of the Praja Rajyam leader and MLC, Mr C. Ramachandraiah, during Tuesday’s meeting had meanwhile started rumours that he might be the Congress candidate to take on Mr Jagan in Kadapa but both Mr Tulasi Reddy and Mr Ramachandraiah denied it. Meanwhile, the TD chief, Mr N. Chandrababu Naidu, after a three-hour long meeting with Kadapa party leaders, reportedly finalised Mr Putta Chaitanya Reddy, son of the TD leader, Mr Putta Narasimha Reddy, as the party’s candidate for the Kadapa Lok Sabha seat. Mr B.Tech Ravindranath Reddy of Simhadripuram mandal has been reportedly chosen as the TD candidate from the Pulivendula Assembly segment. Mr Naidu will formally announce the names of the candidates after meeting Kadapa leaders again on Wednesday morning, said TD sources. Talking to newspersons later Mr Naidu said that TD would benefit the most in the bypolls and emerge victorious due to the split in Congress votes.

Bypolls Stall PRP Mega Meeting

The Assembly elections scheduled in the five states are delaying the merger of the Praja Rajyam with the Congress, which in turn is pushing back the mega meeting planned by the parties. According to the Praja Rajyam sources, all the required formalities were completed and the documents had been submitted to the Election Commission in March, but the Election Commissioners have not met even once since then due to the impending Assembly elections in the five states. “The three Election Commissioners have to meet formally and take note of the merger plan. They will then have to write to the AICC president, seeking a ‘consent’ regarding the merger. Once the AICC gives its consent, the EC will formally issue a notification on the merger of PR with the Congress,” said the Praja Rajyam senior leader and retired IAS official, Mr Uma Malleswara Rao. Talking to this newspaper, Mr Rao said that PR chief, Mr K. Chiranjeevi’s plans for a mega merger meeting, in the presence of Mrs Sonia Gandhi and AP Congress in-charge Mr Ghulam Nabi Azad, sometime in the third week of April, will now have to wait for the formal orders of the EC. “We cannot fix the meeting date as of now due to this technical glitch. Once we get a clearance we will be in a position to set the exact date,” Mr Rao added. PR leaders believe that Mrs Gandhi, while signing the papers giving consent, will also finalise a date to attend the merger meeting. Meanwhile, the Tamil Nadu PCC chief’s office is yet to finalise the dates or the routes for Mr Chiranjeevi’s election campaign in both Tamil Nadu and Puducherry. The actor-turned politician, who was supposed to hit the campaign trail from Tuesday, is still waiting for the tour itinerary. “Instead of April 5, Mr Chiranjeevi will tour from April 7 to 10 in Tamil Nadu and Puducherry. We expect the schedule to reach us by tomorrow,” PR sources said. April 11 is going to be the last date for poll campaigning in TN.
