Did Terrorists adopted new tactics?

Ever since, the twin bombs rocked Hyderabad city recently, police were expecting some terror group come forward owning the responsibility for the attacks. But,after five days of long wait, finally Lashkar group has claimed responsibility for the attacks with a letter shot to BJP.
In the mean time, some unidentified persons have made threatening phone calls to police officials of further attacks very soon, which seems a new tactics adopted by the terror groups.
First, some unidentified persons have made two phone calls from different mobile numbers to the helpline center that was setup at Ranga Reddy collectorate office and warned of further attacks. Next a threatening letter addressed to BJP state Chief Kishan Reddy was sent yesterday claiming themselves as Lashkar group, in which they warns their next target is Begum Bazaar in Hyderabad. In their letter, they claims the responsibility of recent attacks at Hyderabad. Kishan Reddy has handed over the letter to Abids police. Again, the police have received another threatening call from some unidentified persons yesterday itself, who said they are going to blast India Gate at New Delhi soon. Police have swung into action and taken preventive steps in related to calls and letters and trying to trace out the origins of these threats.While, intelligence agencies have zeroed upon Indian Mujahidin terror group for the recent attacks, the letter form Lashkar group came as a surprise for them.
However, they believe that this is entirely a new tactic adopted by the terror groups in the recent time, probably to distract them from conducting the investigating and combing operations. Unless, the police reach to the roots of these threatening sources, one can not take it lightly because of the seriousness of the content.
