Is Cong. playing double game with BJP on T-Bill?

Congress seems to be playing double game with BJP over Telangana bill. While, it allots just 4 hours for debate on the T-Bill in Lok Sabha, it is discussing with BJP leaders over their proposals on the bill. The house is adjourned for three times today and is again adjourned till 3pm. Speaker Meira Kumar might be instructed to avoid any discussion on the bill and conduct voice vote in the last minute, without giving any chance to BJP to obstruct it. Probably, Speaker Meira Kumar may keep adjourning the house till she gets green signal from Congress high command.
