Sivaramakrishnan Capital Committee not binding on Centre

The Committee appointed for checking the feasibility for a new capital for the rest of Andhra Pradesh called the Sivaramakrishnan Committee, consisting of members Rathin Roy, Aromar Revi, Jagan Shah and K.T. Ravindran and headed by retired senior IAS officer Mr Sivaramkrishnan have stated that the new capital need not be centrally located within the 13 districts.
Based on some specific parameters like availability of land, existing infrastructure and few others points they would make the necessary suggestions to the central government. As part of that process they are visiting some cities in residuary Andhra Pradesh to identify the new capital. As part of this they visited Visakhapatnam as their first stop.
They also clarified that their decision was not binding on the Central or State government and can be dismissed as their committee is not an empowered committee and is only a fact finding mission and based on suggestions, which may or may not be considered by the Central Government for creating a new capital for the Rest of Andhra Pradesh. They would submit their report to the Centre by August 31 this year.
