Shiv Sena-BJP Combine Captures Brihanmumbai Municipal Corporation

In what can be termed as a first setback to Congress in 2012, the Shiv Sena-Bharatiya Janata Party (BJP) combine managed to retain power in the prestigious Brihanmumbai Municipal Corporation (BMC), the country's richest civic body. Maharashtra chief minister Mr. Ashok Chavan too has honestly conceded to the fact and said that the BMC polls were really a shock for the Congress Party. Speaking to the media, Chavan said "I didn't expect this result at all. Mumbai has been with Sena for the last 16 years, we tried but did not succeed in 2002 and 2007. This time we tried a different strategy, but we did not succeed." However, he said that though the Shiv Sena-BJP combine managed to retain power, it was interesting to see Raj Thackeray's MNS take away some seats from Sena. Chavan had earlier suggested that the Congress-NCP combine was banking on Raj Thackeray’s MNS, which they expected would cut into the votes of the Shiv Sena-BJP alliance. This was the first civic elections in Mumbai where the Congress was contesting in an alliance with the NCP. The Shiv Sena-BJP alliance is also set to retain power in the Thane Municipal Corporation with the help of independents. Meanwhile, in Pune, the NCP has emerged as the single largest party, but will be able to take the control of the civic body only with the help of the Congress. The final party position in the 152-seat Pune Municipal Corporation (PMC) was: NCP 51, MNS 29, Congress 28, BJP 26, Shiv Sena 15, RPI 2 and Independent 1. BJP president Nitin Gadkari also saved his face in hometown Nagpur with his party leading over the Congress and the NCP.

AP Budget Website Hacked But Data Safe

The Andhra Pradesh government website, which is to host the State Budget -2012-13 to be presented in Assembly today, has been hacked on Thursday. According to sources, hackers broke into a server, maintained by information technology (IT) department, and added pages to websites of 27 government departments, including the crucial budget.ap.gov.in. The hackers, apparently from a foreign location, posted messages in Urdu and English.  The hacker created additional pages dz.htm and x.htm and named himself as BBOY1, sources in the information technology and communications department said. The important government orders site goir.ap.gov.in was also hacked and additional pages dz.htm and x.htm were added, the sources said. The websites were "temporarily shut down for facilitating incidence response and analysis" but the sites have not been defaced nor was data affected, the IT&C department said in an official release. The hacking of the site was discovered by the officials around 11.30 AM and found the additional pages have been added to the site. The main concern for the administration was that the hackers broke intio the State Data Centre (STC) maintained by Wipro. Senior IT officials are of the view hat the hacking has took place in three states, the satate data centre, the government servers and the websites of different departments. The departments which were hacked are general administration, commercial taxes, horticulture, remote and interior areas development, and government gazettes. Chief secretary Pankaj Dwivedi directed additional director general (CID) SV Ramana Murthy to investigate the crime. The Cyber Crime wing of CID swung into action and began investigation. As per normal practice, the budget data is uploaded on to the website and stored in a 'virtual location' within the same domain hours ahead. Once it is presented in the Assembly, the entire content is 'migrated' to the actual page for open access. Initially, there was fear that the hackers might have accessed the budget report. Finance department officials, however, maintained that no data related to the 2012-13 budget was uploaded on the website yet. The officials are reluctant to confirm whether any data has been uploaded to the virtual location on the website. Meanwhile, the Finance Minister anam Ramanarayana Reddy said that  said there was no possibility of any leakage of budget data. "The hacking of the website will not hamper my budget presentation at 12.10 PM in the Asssembly," he said.  

Sympathy Wave in Kadapa on The Wane: Viveka

YSR sympathy wave in Kadapa district is on the wane - told Viveka to Congress president Sonia Gandhi. YS Vivekananda Reddy, who lost the Assembly by-election in Pulivendula in May last year to his sister-in-law Vijayamma, has now set his sights on Rajya Sabha membership. He made a request to this effect to party president Sonia Gandhi when he met her in Delhi on Monday. According to sources, Vivekananda Reddy has reportedly told Mrs. Sonia Gandhi "I thought I would be in a better position to be of use to the party and the people if I have some position. If I lost the byelection last year it was because of the sympathy wave in favour of my brother the late YS Rajasekhara Reddy. Now the sympathy wave is receding and party is very strong in Kadapa." It was a well-timed request by Vivekananda Reddy to the party high command, since the party is trying to mobilise all its forces to face the by-elections for three Assembly seats in Kadapa district as the sitting Congress MLAs are facing the prospect of disqualification. The three seats that might fall vacant are - Railway Koduru, Rajampet and Rayachoti. Vivekananda Reddy was roped into the Kiran Kumar Reddy cabinet more than a year ago to dent Jagan Mohan Reddy's support base. When Jagan Mohan Reddy and his mother Vijayamma resigned and formed YSR Congress Party, Vivekananda Reddy resigned as minister and contested against Vijayamma but lost his security deposit in the byelection. Ever since, he has been keeping a low profile.  

Rs. 1 Crore Seized From President Pratibha Patil Son

Rs. 1 crore unaccounted cash was seized on Sunday from son of the President Smt. Pratibha Patil and Maharashtra Congress MLA Mr. Raosaheb Shekhawat. While Raosaheb said that the money was meant for distribution among financially weak candidates for the upcoming local civic polls on 16 February. But the BJP, which is in the Opposition in the Congress-NCP ruled Municipal Corporation, alleged that the Congress has put the money into circulation to influence voters before polls. However, Raosaheb furnished sufficient proof that the money was financial from the Party to the women and financially weaker candidates. He explained, "I had sought funds from the state Congress Committee for distributing them among 87 party candidates as most of them are women and poor. Accordingly, Rs 1 crore was sent to me which was to be distributed at Rs 1 lakh per candidate and the rest of the amount was meant for the district Congress committee. We had produced the official letter from MPCC, and I too had given a letter to the police commissioner after he had asked for it," Shekhawat said. Expressing confidence that Congress would rout BJP at the hustings, Shekhawat said, "We would tomorrow claim the seized money from a local court as directed by the Commissioner of Police. "Had the seized money been released to us after we produced the letters, it would have helped our candidates in electioneering. Now, even if we get it tomorrow, it would be of a little help," he said. BJP, which is in opposition in the Congress-NCP ruled municipal corporation, alleged that Congress has put into circulation huge amount of money to influence voters in the February 16 polls. Maharashtra unit BJP president Sudhir Mungantiwar yesterday said that his party had filed a formal complaint with the election commission in this regard.  

Israel Embassy Blast is a Terror Strike: Admits India

Finally, for the first time the Indian government has admitted that the attack on Israeli embassy car yesterday was a terror strike. "The attack on Israeli embassy car yesterday was a terror strike and carried out by a very well-trained person," Home Minister P Chidambaram said on Tuesday. After holding a meeting attended by Home Secretary RK Singh, Special Secretary (Internal Security) Ajay Chadha, National Security Advisor Shiv Shankar Menon, Intelligence Bureau chief N Sandhu and other senior MHA officials, Home Minister Chidambaram said "It's quite clear that a very well-trained person committed this attack. There are reasons to believe that target was Israeli diplomat's wife. We have to proceed on the basis that it was a terror attack. Teams have been deployed to trace the motorcycle rider. I am not pointing finger at any particular organisation. Whoever did it we condemn it strongly." The Home Minister said that eyewitnesses told investigators that a single person on a red motorcycle planted the stick-on bomb on the car, which exploded after five seconds. The motorcycle rider attached a magnetic device to the Israeli embassy car while it was waiting at a red light and a few seconds later the explosion took place, injuring four people including the wife of Israel's Defence Attaché. He said that the diplomat's wife seems to have been the clear target but refused to name any terror group for carrying out the strike. Police have examined CCTV footage from the area, including that from Prime Minister Manmohan Singh's residence and the Israeli embassy, but the motorcycle number is not visible in any of the footage. Sources say the bomb was as big as a human palm, most probably a self triggering device that worked without a remote control. Investigators are surprised that the fuel tank of the car didn't explode, indicating the incendiary nature of the explosive. Police is looking for the red-coloured motorcycle, which was possibly stolen, used to carry out the attack. 13-02-2012 Delhi Bomb Blast: New Kind of Device Used

Investigations into the 13-02-2012 bomb blast in Delhi outside Israeli Embassy has exp[osed that a new kind of explosive device has been used by the perpetrators. Investigators are waiting for the Central Forensic Lab report, which will reveal the exact nature of the explosive used in the attack. Yesterday's blast had left four people injured, including wife of an Israeli diplomat. According to sources, though the investigating authorities have not ruled out use of RDX or a nitrate-based compound, the device that was used for causing explosion is a unique one. The investigators are surprised that the fuel tank of the Innova did not explode. Sources say no timer or detonator have been found either. At this point, investigators say the bomb seemed to have had a magnetic base. And it may have taken the bike-borne assailants less than a minute to attach it to the diplomat's car. Sources also say a sophisticated incendiary device was used in the blast, a first of its kind for a terror attack in India. This has become even more concern for the officials. Eyewitnesses have claimed that assailants on a red motorcycle planted the magnet base bomb on the car. The Delhi Police has intensified checking of hotels in the Pahar Ganj area of Delhi. There are about 350 hotels in the area. Photo identities and passport copies of all Iranians has been taken by the police. The police has also questioned a few people. The police has also been looking at the CCTV footage from the places nearby, including the area around the Prime Minister's residence, the Israeli embassy and Khan market. The Ministry of Home Affairs also held a review meeting this morning. Home Minister P Chidambaram held a review meeting with Home Secretary RK Singh, Special Secretary Internal Security Ajay Chadha, National Security Advisor Shiv Shankar Menon, Intelligence Bureau chief N Sandhu and other senior MHA officials. Sources say the Home Ministry is expecting a detailed report from Delhi Police on its preliminary investigations by Tuesday evening. It is to be recalled that an explosion occured in an Israeli embassy car very close to the Prime Minister Manmohan Singh's house in the heart of New Delhi. Israeli diplomat's wife, Tal Yeshova, and three others injured in the incident. While the diplomat's wife was taken into surgery with shrapnel injuries to her spine, the other three suffered superficial injuries. Yeshova's operation was successful and she was recuperating in the ICU. Her condition was stable. The driver of the Innova was also out of danger and will be discharged from the hospital on Tuesday.  

Over $500 Billion Indian Black Money Overseas: CBI

Indians have stashed away over $500 billion in various foreign banks, says CBI director AP Singh. Indians are the largest depositors in stashing away illegal monies in tax havens. Particularly India has suffered from the flow of illegal funds to tax havens such as Mauritius, Switzerland, Lichtenstein, British Virgin islands etc. CBI director AP Singh, who was speaking at the inauguration of first interpol global programme on anti-corruption and asset recovery said "It is estimated that around 500 billion dollars of illegal (Black) money belonging to Indians is deposited in tax havens abroad. Largest depositors in Swiss Banks are also reported to be Indians." He said getting information about such illegal transactions is a time taking process as investigators have to peel each layer by sending judicial requests to the country where such deposits have been made. "53 per cent of the countries said to be least corrupt by the Transparency International Index are offshore tax havens, where most of the corrupt money goes. The tax havens include New Zealand which is ranked as the least corrupt country, Singapore ranked number five and Switzerland number seven," Singh said. There is a lack of political will in the leading tax haven states to part with the information because they are aware of the extent to which their economies have become "geared to this flow of illegal capitals from the poorer countries." The CBI Director said tracing, freezing, confiscation and repatriation of stolen assets is a legal challenge, a complex process which requires expertise and political will.
