President Pranab shocker to Cong. high command

President Pranab Mukharji soon after his return from South Africa tour has forwarded the AP reorganization bill-2013 to principle secretary of state on Wednesday. President has asked him to return the bill within 40 days. He will forward the bill to Speaker Nadendla Manohar and Council Chairman.
Congress high command, which until now has been assuring to present the bill in the winter parliament sessions that ends on 20th of this month, had a jolt with President’s decision of granting 40 days time for returning the bill. If, the bill is returned to President on or before 20th January, then hardly there is any time left for submitting and approving the bill in the Parliament.
If he prefers to consider the objections raised by the members of the house of state assembly, then he may ask the government to review the bill or may consult legal experts’ views, otherwise, even if he forwards the bill without raising any objections, it may takes not less than one week time to process the bill for submitting in the Parliament. It means if everything goes smooth, Parliament special sessions are to be summoned to submit and approve the bill at the end of January.
However, if there is any major political developments takes place, Congress may shelve the bill to safeguard its political interests. Already, it has realized about the potential threat to its party in the state. So, there is no surprise even if it shelves the bill succumbing to Seemandhra leaders pressures.
