Govt. in dilemma in dealing protests?

There seems to be a dilemma prevailing in the government on how to react to the outraged protests by the Delhi youth, which gradually took a violent shape with setting vehicles on fire on Sunday. While minister Singh has expressed regrets for his police forces action against the agitating youth, his superior minister in Home, Sushil Kumar Shinde has said that police action is inevitable to keep the situation under control.

Government has formed a committee, comprising Justices (retd) J.S. Verma and Leila Seth and jurist Gopal Subramaniam, to investigate the case who were asked to submit their report within 30days. Protesters argue that it was too little to expect from the government end.
Prime Minister Dr.Manmohan Singh, who responded on this issue after one week of its happening, addressing the nation a short while ago, has said that though the government understood the agony of the agitating youth, he opined they should maintain peace to let the law take its own course in punishing the culprits. He assured the nation that his government will take all measures to prevent such incidents further. He appealed the youth to immediately stop their protests. He assured full support to the victim in all means.
Besides, father of the 23year old victim has appealed the Delhi youth to stop their protests to allow the government to take necessary action.
The situation turns quite embarrassing for the government as the protests continues despite assurances from all the big brass of the government and Congress party. The government is also equally embarrassed to see the protesters storming the Delhi streets, while Russian President Waldheim Puttin was arrived to New Delhi after a longtime for discussing several key issues.
According to reports there is probability of joining some anti social elements into the youth agitations, which takes their peaceful protests to further level by torching the vehicles during yesterday protests.
