When will Cong present T-Bill in parliament?

Congress high command seems to be playing hide and seek game on bifurcation issue. It doesn’t want to let its rivals especially BJP know about its plans on this issue until last minute, because it is not relying upon it anymore.

Earlier, Home Minister Susheel Kumar Shinde assured that if the T-bill can’t be presented in the winter sessions of the parliament, then special sessions will be summoned. But now, Parliamentary Affairs Minister Kamalnath announced that parliament sessions will begin from February second week and continue for 15 days, in which vote on account, Railways Budget and some pending bills will be cleared. However, he is not sure when will be the T-bill presented in the parliament. So, it is not clear whether Congress high command is planning to summon special sessions for presenting the T-bill or present it during budget sessions.

If, it summons special sessions and fails to approve the T-bill, then the UPA government may collapse for losing the parliament confidence. Therefore, Congress may first pass general and Railways budgets and then extend the budget sessions for presenting T-bill. In such case, it can escape with less damage. Even if UPA government collapse due to failure of passing the T-bill, it makes no difference for it because, by that time elections bell will ring and therefore President will ask it to run the interim government until elections verdict comes out. Then it can transferring blame on to BJP, even while continuing in the government.
