Who is accountable for audio, video tapes release to media?

Telangana ACB DGP AK Khan rubbished the AP government’s allegations of phone tapings. He said that ACB has never tapped any one’s phones. However, he admits that his officials have seized the mobile phone from the nominated MLA Elvis Stephenson to which Chandrababu Naidu is said to be called. If so, how his call details were leaked to media and who did it and why? Similarly, the video footage recorded by the ACB officials during their sting operation was also released to the media the next moment they arrest Revanth Reddy.

Later, Mr. Khan told the media that his department has not released any video clippings to media. If the ACB has not released, then who did it and why did they do? Evidently, no one else can record the video evidence of Revanth Reddy except the ACB. So, the ACB might have handed over the video tapes to someone, which are supposed to be submitted to the court only. Is ACB not accountable for handing over the confidential records to outsiders? Mr. Khan may rubbish the phone tapping allegations but he may be asked to answer all these questions in the court.
