President’s Rule to be imposed on Delhi

Delhi CM Arvind Kejriwal has resigned and recommends the Lt. Governor Najeeb Jung to dissolve the cabinet and hold elections afresh. But, the Governor ignoring his request has recommended President to impose President Rule on Delhi and to put the Assembly in suspended animation mode for time being.
The union cabinet, which met this evening gave its nod to Governor’s recommendations. So, President Pranab Mukharji may sign the orders imposing President’s Rule on Delhi. Then, it has to be endorsed by Parliament through a resolution under Article 356 of the Constitution.
But, why the Lt. Governor has not dissolved the Delhi Assembly is a big question. Did Congress high command asks him to do so with some political intentions? Or, he wants to keep the option open for other two parties-Congress and BJP to form the government? Let the time spell the reasons.
