Why Cong. did made tall promises in T-Bill?

The GoM constituted for supervising the bifurcation process has prepared a draft bill that is full of loop holes and tall promises. They intentionally left the loop holes and made tall promises in the T-Bill because they are not sure about Congress returning to power after the general elections.
The tall promises like funding of Polavaram Project, new capital for residuary Andhra Pradesh state, financial packages for the development of backward regions in both states etc. etc. they made in the T-Bill are just intended to pacify the people of Seemandhra and get the T-Bill approved before the elections so as it can get the votes of Telangana people. Actually, the T-Bill is like an election manifesto that will be thrown into dust bin at the end of polling. Even if some miracle happens and they return to power, there will be no one to demand them to fulfill its promises made in the T-Bill. So, Congress has made such tall promises only because it need not implement them.
It left the loop holes in the bill only to trap its successor. When it is not accountable for the T-Bill, then Seemandhra Union Ministers putting more demands before it to give their consent for bifurcation is just foolishness.
